is it possible to do an ipsec site to site vpn on routers tha is linked thru wireless?

Celso,

If both the routers are

a. able to communicate between each other

b. there isn't much lag,

c. and there isn't anything on the wireless devices that would block UDP 500 and ESP packets,

then you should not have a problem with the Site to Site tunnel establishment.
