I have configured a IPSec tunnel between a router and PIX firewall to encrypt traffic from the mail server on the router lan to the server on the pix lan and visa versa.
If the tunnel goes down and mail is sent to the servers the devises will try to bring up the tunnels but if the tunnel doesn't come up will the traffic go unencrypted or will it be queued on the servers.
If the IPSec tunnel is down, packets queued to use the tunnel are dropped. They will neither be kept queued to get transmitted when the tunnel comes up, only subsequent packets arriving after the tunnel comes up will be transmitted through the tunnel.
