Can I terminate a VPN connection with a 1720 and have it do authentication from Active Directory on the Windows 2000 Server? Or do I need to use a PIX or VPN Concentrator solution?

You can not directly authenticate to Active directory on the 2000 server.
But you can do it through Radius server.
For example: Cisco ACS server or Microsoft IAS.

Are there any sample configs? I would be using Microsoft IAS. Would this prompt the user for Domain Username/password?

here is a sample config that you are after:
http://www.cisco.com/warp/customer/110/cvpn3k_pix_ias.html. Depending on what client O/S you are running, you do not get a new prompt for Domain logon. It happens on 98, me, but for NT and above, you should do start before logon to have proper domain auth.
