VPN with NAT Static to dynamic an callback

I have the following problem:

we wont to build an VPN with Cisco 2651 Router and IPSec Software into the headquarter and 2621 Router with the same Software on the other sites.

We have an 128 kb leased line with an static IP Address in the headqurter and an ISDN Bri line with dynamic address on the other site.

The requirement of the network is, that the headquarter on must do the call on an seperatly Bri Port to the other side. The 2621er router must call the Internet and make also an tunnel to the headquater.

Can you help me to configure the routers? What do you wont to know about the network.
