I have a 3005 and it has a vpn to a 3002 HW Client. The tunnel goes down and times out all the time. IS there a way to keep it up permanently?

You can use "keepalives" to prevent the tunnel from breaking. Also look at the IPSec and IKE SA lifetimes values.
