Yes, certainly. Configure your pre-shared key groups as normal, and then configure the clients to use those groups.
Add your certificates onto the concentrator and on the clients also. Usually the certificate client will use the parameters in the group that the OU field in the certificate is set to, if there's no match then it'll just use the Base Group parameters. If you go under Configuration - Policy Mgmt - Group Matching on teh concentrator, you can set up rules that'll map just about any field in the certificate to any group on the VPN3000 (I think this came in in 3.5 or 3.6, can't remember).
