Looks like your vpn IKE (Internet Key Exchange) can not establish connection to the peer IP address, IP 204.134.5.37 - Check that this IP address is correctly setup on both sides.

Hi there.

The log means the following:

This occurs when the reaper has detected an SA stuck in a non-active state. The reaper will try to kill the hung SA.

You may want to try IPSec over TCP and see if you still get the logs and/or connect.
