Assuming your question involves how a PIX handles static routes, the answers are:
A static route (configured via the route command) always stays within PIX routing table.
A static route which is created by PIX due to a connected network (seen as a STATIC CONNECT) will only be active when the line protocol on the interface is up. When line protocol goes down, this type of route becomes passive.
