What constitutes a secure network?

What are the typical features of a good firewall configuration for a Cisco router? I'm having a hard to time determining just exactly what is a good way to secure a network? Are access lists good enough? How about the firewall feature set of IOS and access-lists?

If anyone could give me a good idea of what constitues a good firewall configuration that would be great.

Security should be approached in the multi-level model. It depends what you are trying to accomplish. What are you trying to protect? Is there a firewall behind the router? What kind of traffic? All these questions play a factor. Try reading these 2 documents first, good luck.
