What is the minimum feature set required to support SSH 1 (both client and server) on a router and switch? Is IPSec and DES required or will IP Plus and EMI work?

In router IOS, you'll need a feature set that will support DES or 3DES. In CatOS, you'll need a version that specifies "SSH". For switch IOS, you should check the release notes, but most of the ones I have seen say "... CRYPTO EMI IMAGE".
