What's the standard way to set up time for your network devices when you have offices in the US, Canada, the UK,...? Is it better to set up the local time of our HQ everywhere?

Set up a NTP server. Point your devices to the ntp servers (note some devices may not support this, e.g. PIX version 6.1 or lower).
Then set corresponding timezone for each country.
