Which VPN enabled device is best?

I am looking for a VPN solution to support 70+ remote sites. Each one of these sites already has a network in place. I would like to add a VPN enabled device at each site that will allow approximately 20 concurrent connections. I would like the device to be affordable and efficient for what I need. I was thinking about a PIX 505 or 1700 Router.

I would also like to know what the ideal HW/SW specs (RAM, IOS Ver, encryption level) would be for the device.

I currently incorporate a 3000 concentrator for my internal network and have gotten my PIX 515 to work with the VPN client 3.x but I think that these 2 solutions are both pricey and a bit overkill for what I need to do.
