At instances as soon as traffic appears in a new subscriber session the SCE issues QuotaRestore (as expected) but also QuotaBelowThreshold with QuotaDepleted almost simultaneously, disregarding a grace period of 5 sec that the SCE is supposed to wait before complaining about the quotas (as we have configured on Quotas Settings section). This phenomenon appears a couple of times and not every day. This problem is appeared moreover in the subscibers that are having few quotas. For an example the subscriber that has only 50MB and something like this happens then all the quotas disappear. The step of quota consuming is 50 MB. For subscribers that are having more quotas there is no problem because the quota update is repeated.
I forgot to mention that we have external quota mechanism and we connect with SCE subscriber API.
It is no clear how quota mechanism works.
