rip[1041]: ignoring packet since the node is not active

Hi,

I'm getting the following message on debug rip receive on an ASR9K:

rip[1041]: ignoring packet since the node is not active

Can anyone tell me what are the possible causes for having ignored packets?

I got to this because of the following behaviour:
