router 7206XVR npeg2 is matching QOS traffic , but QOS not working ??!!!

hi all ,

im asking about cisco 7206XVR with npeg2 with traffic 730 MBps download & 70 Mbps as upload .

i have LLQ QOS applied , and matching fne .

but the performance of QOS is not well ??!!!!!

i want to ask does this model can handel QOS with that traffic ????

note that my cpu is 85 % with QOS LLQ applied .

my ios version is :
