We have configured a package for testing purposes to provide a PIR of 5mb/s upload and 5mb/s download. Its a very basic package that just matches all traffic and is then suppose to rate limit said traffic. What we have is that when doing a basic test to speedtest.net that downloads seems to be rate limited to a certain extent (Getting about 8mb/s at start and then drops down to 5 towards the end of the test) but with upload we are always getting a lot more, sometimes as high as 80mb/s but usually around 10mb/s, only on some occasions close to 6 or 7 but never as low as 5. Could this be a buffering issue or is there something else we need to set?
