Also, this issue may be caused when a modem does not supply the transmit clock signal, or when there is a cable problem. Whenever the Carrier Detect signal of the serial interface is up, and the line protocol is down, the IOS device periodically resets the interface in an effort to restart it. Interfaces can also be reset when they are looped or shut down.
