1130 AP unable to connect to controller

I am trying to get an 1130 AP to connect to the controller, but it seems to be having trouble connecting via DNS discovery. I have cisco-lwapp- controller entered into DNS, and if I plug a laptop into the same switch port the AP uses, I am able to ping the controller by name. On some subnets, the AP has no problem connecting, but on others is unable to connect. If I look in the DHCP scope, I see that option 15 is set on the subnets that work and is not set on the subnets that don't work. Option 15 is not listed as required in any of the documentation, but it seems it may be needed. Has anyone else experienced this problem?

Option 15 is required for the AP to know what suffix to add to cisco-lwapp-controller to do the resolution. So if your option 15 is, it would look up
