3750 switch Integrated WLC cannot see LWAP

Running a 3750 switch with integrated WLC. The aps get a dhcp address from the switch but will not register with the controller. The option 43 is configured in the dhcp scope as a hex value pointing to the ap-manager address. the vlan interface on the switch has a helper address to the same ap-manager address

Ap ip pool:

ip dhcp pool AP_Pool

network 10.150.60.0 255.255.255.0

default-router 10.150.60.1

option 43 hex f104.0a96.9605

Ap ip default gateway vlan:

int vlan 60

ip address 10.150.60.1 255.255.255.0

ip helper-address 10.150.150.5

Ap configured port

int g1/0/1

switchport access vlan 60

switchport mode access

Is the built in gig ports that the wlc connects to the switch on the backplane configured with native vlan 60 and also the wlc configured for vlan tag of "0"?

I believe you also need the VCI, which would be option 60 in CLI: option 60 ascii [string]. This link is to a table showing the string values for the different APs.
