I am having no end of problems trying to configure an 1130ag. I can't access the web GUI, I am unable to enter global configuration mode and many more commands are not accessible to me.
Do a show version and see if the ap is a LAP1131 or a AP1131. If it is a LAP, then you will have to convert it to Autonomous to be able to configure it as a stand-alone ap.
Well to my surprise I found out there was no IOS image loaded. It's fixed and done. Thanks though!
