c1200 vs WISM first time join: apfPduHdrEncapsulate failure

Trying to join a c1200 series with JX for the first time to a WISM. We already have a newer AP functional on this controller (that did not need to be converted to LWAPP) so we know all else is functional.

The c1200 enters DISCOVERY mode successfully gets an IP from an external DHCP server, enters JOIN mode, and then gets no response. The WiSM WLC on it's end sees the join request, but barfs as follows:

Anyone seen this behavior? 4.0.179.11 on the WLC.

Since this is a converted AP, the AP authorization list should have the AP MAC, Cert type or hash keys. You get this error when the AP authorization list does not have these.
