If for some reason Option 43 is NOT working for you, I had luck by issuing the following cmd on the APs (means you need console + username/password to log in to the APs!):

capwap ap ip default-gateway DEFAULT-GTWY
capwap ap ip address IP-ADDRESS SUBNET-MASK (for the AP)

This allowed the AP to bring up its IP interface and then find a controller.

You can also try adding a 3rd line:

capwap ap controller ip address IP-ADDRESS SUBNET-MASK (of the controller)

I have occasionally found that rebooting the AP after setting those above 3 cmds helps...the AP will do some some CAPWAP discovery and then revert to the settings you just put.
