Converted 1200 LAPs do not failover to secondary WLC

I have 2 4402 WLC's (IOS 5.0.148.2) that support a mix of 1242 and 1200 LAPs. I use DHCP option 43 for the initial location of the WLC's. The problem I have is when I test failover by shutting off the primary controller, all the 1242 APs failover to the secondary controller, but all the 1200s reboot over and over again, without associating to the secondary controller. Once I fire up the primary controller, the 1200s associate and all is good.

Any ideas why this may be happening?

Rob,

Thanks so much for pointing me in the right direction! For whatever reason (my fault, I'm sure), the secondary controller had the "Accept SSC" policy disabled. I enabled it and forced one of the 1200's to reassociate, and everything worked!
