Hot Standby couldn't work on AP1200

A new project require us to set up 2 AP 1200 in a room, and to configure one of the AP in standby mode. I've followed closely to the CCO documents on hot standby setup but couldn't get the standby AP to associate to the Active AP.It always give the status init assoc "Failed".

I've attached the 2 configs of the AP setup.

Really appreciate if anyone can help me out.

When the target location is an access point, you can specify the radio interface MAC addresses for the access point that the standby unit monitors. Hot Standby mode designates an access point as a backup for another access point. Typically, the standby access point is placed near the access point it monitors and is configured exactly the same.
