Have you tried other machines with the default baud setting? Also have you tried to factory reset the AP?

this AP is CAP2702I, not sure that it has factory reset option...

default value 9600 does not work at all, which machines are suggested?

From ROMmon, the command is "unset BAUD".
Note: The syntax is case sensitive.

the problem is that shown above picture is in ROMMON mode: instead of <enter> - smiling face and characters on console not relate to keyboard...

Change the baud settings of your console terminal one notch at a time until the right rate has been achieved. Try the highest settings and move down.

Could flow control possibly be causing this too?

I don't think flow control will show up as an ASCII. That's usually baud rate incorrectly set.

change the baud settings of console terminal /one notch at a time/ did not help

I also tried different console software to connect to this access point.

Problem still there, only considering to bring it back to supplier. Will Cisco support such case to restore or exchange to another AP?!

Depends on the situation. Is the AP otherwise booting up? It could also have broken memory and cause this.
