HWIC-3G-HSPA Maximun SDU Supported

I using a HWIC-3G-HSPA and getting the following parameters

Data Connection Information

Data Transmitted = 1850711 bytes, Received = 962453 bytes

Profile 1, Packet Session Status = ACTIVE

        IP address =

        Negotiated QOS Parameters:

        Precedence = Normal Priority, Delay = Class 1

        Reliability = Unack GTP, LLC, RLC, Unprotected data

        Peak = 256 kB/sec, Mean = 50000 kB/hr

        Traffic Class = Interactive

        Uplink Max = 11.5Mbps, Guaranteed = Subscribed

        Downlink Max = 11.5Mbps, Guaranteed = Subscribed

        Max SDU size = 10 bytes

        SDU error ratio = 1E-3, BER = 4E-3

1.- Does the SUD parameter related to the Service Provider or  is the value Supported by the Cisco hardware

2.- Does the IOS does IP fragmentation to support the Packet Size of the Mobile Network, cause I see this log msg every time in logging console

"*Dec 31 21:31:11.739: %IP_VFR-4-FRAG_TABLE_OVERFLOW: FastEthernet0/1: the fragment table has reached its maximum threshold 16"

3.- I saw and example of a guy who shows Max SDU a value of 2048 Bytes, does it value fit for the Mobile Networks
