ISE 2.0 upgrade to 2.4.

Hi,

Can anyone help me on query for the ISE upgrade from 2.0 to 2.4.

Seen a problem where a PSN (Policy Service Node) is in the process of upgrading but the radius port responds even though the back end application isn't there.Is this a normal behaviour.
