Issue with Cisco 1410 Bridge Connections

I have a Point to Mulitpoint connection. On top of a tower i have an cisco 1410 bridge with an omni antenna. I have 3 other sites that are currently connected to the omni from about 1,2, and 6km away. I am adding 2 more sites that are 8 and 9 km away. These are the ones that aren't working. We are using cisco 1410 bridges with a 28db dish. I used the outdoor bridge calculator and it should work but at 48MBps. But I can't get it working. The omni bridge does see them and they see the omni brdige but it is up and down and they don't associate fully. If you look on the association tab they are listed under Others and the State is Assocation processiong. Also the messages in the event log are :

over and over again for each of the bridges. What does this mean? I think it might be an alignment issue but wonder if there could be other issues.

Are all data rates enabled? Clear line of sight with plenty of free space? What does 'sh dot11 assoc all' show for signal strength/SNR when associated?
