What's the history behind the 802.11b channels allowed in Japan? I have read where the IEEE Std 802.11b-1999 standard said only channel 14 was allowed. I have also seen several documents; Ciscos included, that all 14 channels are allowed. I understand the power differences, just wondering if the 1999 standard was wrong or changed at some point to allow all 14 channels.
