License usage when deploying AP's in Monitor mode

Hi there, i'm just struggling to find information on whether an AP deployed in Monitor mode utilises a full license on the WLC and Location Appliance or does only use a half license, similar to a MESH AP?

I have one AP in monitor mode and it does take up a license on WCS.
