Lobby admin creating users on two WLC's in the same mobility group

I have two WLC's 5508 running on SW 6.0.196.0. They are member of the same mobilitygroup and they have distributed the 60 AP's among them self. I have created a lobby admin user on one of the controller The question is; when this Lobbyadmin is creating an user, appering in the Local Net User on the controller logged on to, will this user work on an AP controlled by the other controller, where the Local Net User list is emty?

Or would the solution be WCS?

The user created on WLC1 will not show up on WLC2.  There are two options that you can do.

Option 1.) Anchor your guest network to WLC1, then you dont' need to create the user on WLC2.

Option 2.) Use Lobby admin on WCS, then they will be able to apply it as a template to both WLC.
