I have a potential customer wanting to implement multiple "Rural WISP" (term coined by the FCC, search google) using 802.16e like(WiMax, non line of sight) equipment in multiple rural cities. They have investigated the Motorola Canopy and Navini extensively and are researching a vendor to sell, implement, maintain WiMAX POPs.

This isn't much different than building a ISP, radius billing, servers, backhaul, wireless site surveys, are required. Expected startup costs are $80-100K per location, to be funded by "Rural WISP" grants. These locations don't have xDSL or Cable Modems available.
We have discussed 802.11a and it is not suitable.
Cisco does not currently have a 802.16e solution. Unless someone from Cisco has another suggestion or beta product.
