rts threshold/fragmentation

Hi!

I cant' find anything that correctly describes rts threshold and fragmentation threshold.I konw what these terms mean! But I don't know that for example the packet size of the rts threshold option is what kind of packet.It is just IP packet

or this number also contains the MAC and PHY overhead.I hope somebody help me, because it is very important option for optimizing 802.11b for many users.
