Variable LATENCY in LWAPP network

I have a network composed of several sites running withOUT REAP (1121 APs). I'm using a single subnet for wireless clients in all sites (50 clients). All wireless traffic is encapsulated within AP management traffic to WLAN controller.

I have a problem with LATENCY, even in the local campus. Also, that latency is VARIABLE - one packet 20ms, the next one 1000ms.

Any ideas (I'm aware of the functions of REAP)???

Variable delay might due to interference on the channel. This leads to number of retransmissions for the packet.
