WCS 5.1.64.0 and Exclusion Area in planner mode

I'm noticing in WCS 5.1.64.0 that I can set a exclusion area, and the planner will put a AP in that area. Does planner not pay attention to exclusion areas?

Have you resynchronised the network plan with your location appliance or MSE after creating the inclusion zone. If you have and that doesn't work it may be worth unassigning the network plan from the Loc Ap, resynching with WCSand then assigning the network planback to the Loc ap and resynch.
