You need to see what's using the port...
Go to a command prompt and run
netstat -ano
Look along the list for an instance of the port, and note the PID on the right.
Next go into task manager, and click on 'view,
select columns' and then pick PID and OK.
See which process has the PID you noted above... then see if the owning process is something you can alter or do without.
