Answering a part of your question,the virtual-dot11 interface are dynamically created interface for infrastructure devices to associate to. Infrastructure devices are repeaters or workgroup bridges. These virtual inferfaces will remain down unless a infrastructure devices are associated to your access point. BVI interfaces are used for bridging interfaces while creating VLANs
