I believe you are currently required to engage the PDI HelpDesk team to initiate a migration.  I don't believe the tools and process are public knowledge.

How would I contact the PDI Help Desk? I never contacted them, the upgrade tools have always been posted on this forum.

The documents that the Business Unit team provided to us are likely quite old and have been superseded by now.  Also, I don't believe I'm permitted to share them, at all to non-ATP partners.  

I wish I had better news, but you may need to begin tracing this down with your local Cisco rep.
