Does anyone have seen this error? We have a user experience this error, but when I login with a different account, that feed shows up just fine. Checked the Roles, everything is fine. We're running 6.3.2 MR1

Are you using VMR? I'm not sure if the invocation of VMR mode is handled on a per user, a per workstation, or a per server(?) basis, but it sounds as thought the workstation is going about rendering the same feed via two different methods.
Perhaps someone from Cisco could provide more detail on the *specifics* of the VMR settings within VSOM? I just haven't had time to test it out myself....

VMR is enabled system wide on the Administration>Settings page.

It has been known to run client systems out of memory resources so turning it off will help if you find your client systems are having that problem.

Thanks Gerald. VMR is enabled on the server. If I turned it off, our digital zoom will not work. However, in the release note of 6.3 – Cisco mentioned some caveats regarding to insufficient resource on the viewing station, such as it’s not supported VMR, trick play with multiple panes can eat up CPU and memory recourses.

Here is a solution I have found that works:
Enter the START MENU -> CONTROL PANEL -> DISPLAY and select the SETTINGS tab. Change the COLOR QUALITY to 32 bit and select APPLY
