Could someone please advise on the specifications for a device that will allow 20 remote users to dial in to my network via a normal telephone line (modem) and get VPN features?

Something along the lines of a VPDN. Does the AS5300 fit the bill?

a 2611/2811 with NM-32AS will fit the requirement. you dont need extra modems
