Hello,
Is it possible to configure the Cisco 1841 for VPN connectivity (via an ADSL) modem without the ADSL WIC card?

Yes, VPN is independent from the media used.
However, I recommend you get an HWIC-1ADSL card, because using the external modem often presents issues that complicate things further.

I think I've just about got it figured out except for the following error:
Interface Virtual-Access1, changed state to down
This keeps changing between up and down...any thoughts on how to fix this would be appreciated.

Looks to me like an authentication issue between the router and DSL modem. Here are the debug outputs;

Thanks for the help...the debug ppp authe output gave me the hint I needed to figure out what was wrong. It is working just fine.
