Cisco AnyConnect VPN Internet Explorer issue

There's a client I work with and the client has a windows 7 64-bit edition computer.  He's had this issue twice.  He goes to the website to log into a ticketing system that we provide in order to get access to our resources.  The client logs into the website and the website tries to find the Cisco AnyConnect VPN Client software on the HDD, it finds then tries to apply an update and can't apply the update.  This has happened before and the client uninstall and reinstall the software through the website but the browser is in protected mode and won't install but I have the website listed as an allowed site to run this particular application and still doesn't install the software.  I installed the software manually and now it's working.

I've kind of solved the issue but how do I troubelshoot the update issue when it says that it's updating but can't update?
