Is it a function of the terminal server or the SUN box to disconnect a session when the terminal servre tiems out?

On a session time out, the next person to access the port is not challenged for authentication.

The terminal server will time out if there is no activity. You can set the exec-timeout to drop the connection when there is no activity.

Line #

exec-timeout ##

To set the interval that the EXEC command interpreter waits until user input is detected, use the exec-timeout command in line configuration mode. To remove the timeout definition, use the no form of this command.

I do have the exec-timeout set to 15 0 and it will disconnect in 15 minutes. The issue is that when I go back into the same port, I am not challenged for a username and password.

The Sun server is not recognising that the reverse telnet session has been dropped. You would need to set up the Sun server to either have an inactivity timeout or to drop the session if the appropriate RS-232 line dropped.
