X.25 is a protocol with a lot of overhead, which explains the difference you see in the amount of packets. The user data uses the dialer interface, the control traffic uses the D-channel of the serial (E1) interface.
The reason why X.25 has so much overhead is that, historically, it has been built for safe and guaranteed data transmission. With TCP/IP, all that overhead is not necessary anymore...
