Hello, how can i configure Cisco router 3640 to have access to this router from the internet, please help me.

what kinda access you are planning to have ?
is it normal telnet access or any other dial in access facility ?

It's gonna be regular telnet access.

I wont suggest telnet acces from the outside world instead would go for SSH access.
But still if you the source ip from where you are gonna access the router you can create an ACL accordingly permitting the same and denying access to other ips.
The access restriction can be achieved by applying the acl under the line vty.
line vty 0 4
password Mypassword
access-class 1 in
Again there are different authentication methods available to authenticate the users trying to access the router.
you can either use local AAA credentials or use an external AAA or TACACS+ server for the same.
Also you can try creating different passwords for each line access.
