how to improve E&M voice quality

Hi, we have two sites A and B both has the ability to connect to PSTN, but the voice quality is not good. how can we improve the voice quality.Voice are clear but the volume is low. we made several configuration on voice attenuation. but the problem still exist. I have already eliminate all the excess wires that can cause voice interuption. it's my first time to post please help..
