how to setup out of band connection to a router

Giuseppe (giuslar) and myself, asked there for some clarification of what do you want to achieve by and OOB router.

Please give us some clarification. You want to connect to OOB and from there access some devices connected to OOB through console cables?

Is our understanding correct?
