Interface E1 in Router 3845

Hello: Please, if you can help me in this.

I have a 3845 router with several interfaces E1, one of these E1 is connected to a PC with a software called Liceas, that handles calls to mobile phones, everything was working fine until yesterday, after a power outage, the E1 stopped working.

When the router run the command sh isdn status The result is the following:

ISDN Serial2/0/0:15 interface

        dsl 2, interface ISDN Switchtype = primary-net5

        L2 Protocol = Q.921 0x0000  L3 Protocol(s) = CCM MANAGER 0x0003

    Layer 1 Status:

        ACTIVE

    Layer 2 Status:

        TEI = 0, Ces = 1, SAPI = 0, State = AWAITING_ESTABLISHMENT

    Layer 3 Status:

        0 Active Layer 3 Call(s)

    Active dsl 2 CCBs = 0

    The Free Channel Mask:  0xFFFF7FFF

    Number of L2 Discards = 0, L2 Session ID = 58

%Q.931 is backhauled to CCM MANAGER 0x0003 on DSL 3. Layer 3 output may not apply

After a few seconds then run the command sh isdn status and the result is the following:

        L2 Protocol = Q.921 0x0000  L3 Protocol(s) = CCM MANAGER 0x0003

    Layer 1 Status:

    Layer 3 Status:

        0 Active Layer 3 Call(s)

    Active dsl 2 CCBs = 0

    The Free Channel Mask:  0xFFFF7FFF

    Number of L2 Discards = 0, L2 Session ID = 62

The STATE  parameter is constantly changing.

Please can you tell me if this is a hardware error has occurred in the E1 card after the power outage or the problem is on the other side, ie on your PC that has the software Liceas.

The IOS of the Router is 12.2(20)T3, the model of Module E1 is NM-HDV2-1T1/E1.

Can you recommend any manual where you can read about these issues ..?
