issue with 2CE1T1_PRI card

We have connected one 2CE1T1 PRI card on 3845 series router all the configuration done at working through B-Channel calls but no call from analog phone and "line 1/00 1/59" command not taking .

Error Roty AccO AccI Uses Noise Overruns Int 0 0 CTY means that Cisco IOS? Software only allows a limited number of Telnet sessions. The router could already be at its capacity for Telnet sessions or could not be configured to accept any Telnet sessions.
