wic-2am issues on cisco 2811

Hi!

Discover a problem implementing dialin access with wic-2am on cisco 2811. Plugged in 2 wic-2am= card to slot 0/1 and slot 0/3 on the router. But during test only port 0/1/0 and 0/3/1 can be utilized. The other 2 ports, 0/1/1 and 0/3/0 wont accept or make any call. Dont see any issues with compatibility when I run through software advisor and have tried downgrade and upgrade IOS several time. Have another remote router, same model and IOS version with NM-8AM which is working find. What's the problem? Need your expert advice. Thanks.
